Germany has presented a note tonight withdrawing her submarine pledges and indicating her intention of sinking without warning by mine or torpedo any vessel including American carring goods or passengers into a zone extending about twenty miles around the coasts of France and the British Isles after Feby fifth. Please telegraph us a brief expression of your view on this situation.
