From: The Department Commander.

To: His Excellency, the Governor of North Carolina.

Subject: Report of inspection of Supply Co., Third Regiment, North Carolina Infantry, National Guard.

1. There is enclosed, for your information, a copy of report of inspection of the above named organization of your State.

2. The conditions reported therein are exceedingly discreditable, and it is evident that the full commissioned personnel is necessary for this company.

3. It is suggested, for the best interests of all concerned, that you take the necessary steps to fill the vacancy existing as Second Lieutenant in this company.
