Dear Governor:

Reports show that on February 9th, there were 18,316 officers and men in this Division, 17,532 of these being insured. This leaves only 784 men uninsured and in this connection it might be stated that a good many of this number are away from camp on detached service, absent without leave and for other reasons, making it impossible to personally interview these men, but including these men the Division is 95.7 per cent insured, the average application being $8,501.00 and the per-capita insurance being $8,130.00. The total amount applied for up to and including February 9th, is $149,040,500.00.

The two colored men whom you sent here, Col. James H. Young, and Berry O’Kelly arrived at the Camp to-day and both did splendid work. The effect of their address to the 371st. Regiment was very noticeable, and although this regiment is 99 per cent insured with an average application of over $6,000.00 yet we expect the average application from this regiment to equal the Camp average which is $8,501.00.

This office cannot thank you too heartily for your very material assistance during this Insurance Campaign. It has been most valuable.

The Campaign closes Tuesday night and we hope that our letter to you on Wednesday will show a Division between 98 and 100 per cent insured.
