My dear Mr. Coggins:-

I want to express to you my appreciation of the good judgment and absolute fairness that you have displayed in your work as Chairman of the Local Exemption Board No 1 of Buncombe county.

Upon my recent trip through the West I had occasion to make inquiries about the work of the Board in the several counties, and there was universal testimony to your absolute fairness and fine common sense.

There were a number of complaints made to me, however, that you were not regular in your attendance upon the meetings of the Board, and that therefore registrants were not getting the benefit of your admitted judgment and sense of justice. I think it proper for me to call your attention to these complaints, and I sincerely trust that you will endeavor to be at every meeting of the Board possible.
