Dear Sir:-

Please let me know the specific acts upon which you base your charges against the management of the State's Prison. Tell me what you have seen and know. If there are any abuses I desire to correct them, but I cannot base an investigation upon a general charge. You have no right to make such a charge unless you have the facts that authorize you to make it, and if you have the facts you have no right to withhold them from me. You have repeatedly complained of the management of the State's Prison. If you know of any abuses, and withhold specific information from the proper authorities, you are particeps criminis with those who commit these abuses.

You will now please make good your charges.
