DECISION OF GOVERNOR
REGARDING WORK OF STATE'S PRISONERS IN MADISON COUNTY
AS STATED IN A MEETING HELD APRIL 23rd, 1916
AT THE BATTERY PARK HOTEL, ASHEVILLE, N.C.
That the road above Marshall, Madison County, shall be completed along the line of the survey, provided the County Highway Commission and the people shall give such assistance as the State Geologist shall deem necessary to supplement the work of the State's prisoners.
When this is done, the State's prisoners shall then begin the construction of the river road from above Marshall to the Buncombe County line, provided the County Highway Commission shall have provided, or cause to be provided, such sum as the State Geologist shall deem necessary to supplement the work of the State's prisoners.
When the above work is completed, or if the assistance mentioned is not provided, then the State's prisoners shall be moved to Hot Springs, to begin the construction of the road from Hot Springs to Stackhouse and Walnut, provided there is secured by the people interested such sum as the State Geologist shall deem necessary to supplement the work of the State's prisoners, and provided further that right-of-way can be obtained over the land of the Weaver Power Company, as per statement of Captain Weaver at said meeting held in Asheville, that said Company would give right-of-way over its lands if the construction of the road would not seriously interfere with their proposed power development.
If provision is not made for the work as outlined, the State's prisoners shall be removed from Madison County.
That the Madison County Highway Commission agree to adopt the routes as surveyed from Hot Springs to Stackhouse and from near Marshall to the Buncombe County line, as public highways.
