Gov. Lock Craig,-

Dear sir I have been in the United States army for sixteen years and wish to inform you of the steps that the colored people are taking against the white. I have traveled a good deal through Eastern North Carolina this fall and the colored people have organized not only in Bertie Co but all over the Eastern part of the state and I secretly heard that their secret is to [swarm?] vengance against the white people and in the near future make rade on them but we do not know exactly when

one questioned me about the war department this evening and said there was going to be trouble between the colored and white and he would be glad when it was over. So we the people of Cashie Neck ask you to have the matter investigated at once, so there can be steps taken in time.

Yours Respectfully,

W. J. Sitterson,
