My dear Mr. Allsbrook:-

Your letter received, and I concur in the sentiments therein expressed. I think the proper remedy is to have the Special Session of the General Assembly to repeal Section 4572 of the Revisal and to enact a section that will admit patients of this class to the State Hospital. The situation you describe is a most distressing one and certainly there ought to be a remedy for it.
