My dear Sir:-

Your letter of July 27th has been received. In reply I beg to advise that the Governor has not at any time or at any place exempted any one from military service under the Selective Draft Act. If the Governor desired to do so, he has no authority whatever to pass on claims of registrants for exemption. This is a matter that is left entirely in the hands of the local and district exemption boards. The Governor could not, if he would, under any circumstances, interfere in the least with the action of these boards. They are acting by Federal authority, not State.
