My dear Mr. Bowie:-

Your letter of November 5th has been received. In the absence of the Governor, who is away for ten days visiting the training camps in South Carolina, and attending the National Tax Association in Atlanta, I am enclosing herewith a copy of the Governor’s letter to the local exemption boards to which you refer. Having talked with the Governor about this matter, I am sure that it is his intention to prevent, if possible any attorney from collecting fees for preparing affidavits or otherwise assisting registrants in their efforts to procure exemptions. Of course, the Governor cannot prevent attorneys from charging such fees, but as you will see in the opening paragraph of the enclosed letter he does direct the exemption boards not to consider papers prepared by attorneys who charge fees. The Governor has frequently expressed the opinion that enough lawyers can be found in North Carolina to do this work who are sufficiently patriotic to perform the service free of charge.
