Dear Governor:-

I have just had a tlak with Mr. Finch in regard to the District Board matter, and Mr. Finch feels just as he did when talking with you, that it would hardly be advisable now to move the headquarters of the Board. I really think that the news going out from Raleigh that I had been appointed Chairman and that the headquarters would be moved has so stirred up the situation as to make the moving now impossible unless you should request it personally. It is natural that you should not wish to do this, in view of the howl that Statesville is emitting. However, I believe the best course is to allow me to resign and appoint some lawyer nearer Statesville, or in Statesville for that matter, who could give the proper attention to this work. January and February of this year are my busiest months, being the months of all of my annual meetings and of many extra duties, and it is a practical impossibility for me to go to Statesville and give the time necessary. As I told you, I could give all the time necessary if the headquarters were in Greensboro but I cannot be out of the City. There is rarely a day this month that I don’t have from one to five meetings that I must attend. If it had been so that I could do this work for the government, I had made up my mind not to charge anything but to do it as part of my duty to the country.

Regretting that the matter has gotten balled up through no fault of yours or mine, and regretting that I have not time to go to Statesville. and with kindest regards, I am,
