Dear Governor Bickett:-

When you were here I told you about the trouble that I have had in securing the assistance of sheriffs and other officers in arresting deserters. I intended to write you on Thursday and remind you of my conversation but overlooked it.

The three counties in which I have had especial trouble are Jackson, Mitchell and Ashe. My deputies and the local exemption boards there claim that the county officers will not render any assistance.

I suggest that you write a stiff letter to each of these sheriffs, urging them to make special efforts to aid in the arrest of deserters and also urge them to cooperate with the Federal authorities and other citizens. It might be a good idea for you to issue a general broad statement requesting sheriffs and all good citizens to assist in the apprehension of deserters.

In order that you may fully appreciate the seriousness of the situation in Jackson County I enclose you copy of a letter which I have received from Mr. Coleman C. Cowan, Chairman of the Local Board of Jackson County.
