Mr. Phillips has forwarded to the Bureau of Investigation for advice your communication of the 14th instant, regarding the prosecution of J. J. Laughinghouse, former Chairman of Pitt County Exemption Board.

The matter of further prosecuting Laughinghouse at this time is left to your discretion, which it is expected will be exercised in such a way as to promote the most effective operation of the Selective Service Act in this community.
