My dear Mr. Cowan:

Your letter received, and I am enclosing herewith a letter to be given to each deserter who comes in and voluntarily surrenders. You can insert the name of the camp and the name of the deserter. I am making these just as strong as I possibly can.

I am very glad to report that practically every man in Ashe County has come in, and that they are doing so all over the State.
