Having received a Letter from Mr. Secretary Pitt acquainting me that his Majesty has been pleased to appoint you General & Commander in Chief of all his Forces in North America I sincerely and heartily congratulate your Excellency upon this Mark of his Majesty's favour and Esteem for you upon Account of your Zeal and Assiduity for his Service. 

As I am directed to correspond with and apply to you in all things which will promote his Majesty's Interest and the Advantage of these Provinces and in the Accomplishment of his Majesty's just Right in getting rid of an inveterate Enemy from this Continent, without which these Provinces can never enjoy Peace or Safety from their Incroachments & Massacres. I am therefore obliged to apply to your Excellency upon Account of this Province, which has distinguished it's Zeal in promoting his Majesty's Service even beyond their Abilites considering the Poverty of the Inhabitants who are all late Settlers—His Majesty having therefore been graciously pleased to give us by Address of Parliament the Sum of £50,000 now lodged in the Treasury to be distributed to the Three Provinces of North and South Carolina and Virginia, which can't be received until your Excellency as Commander in Chief make a proportional Dividend among these provinces; and having been informed that the Government of Virginia have applied to you for half that Sum as their Proportion, if you agree to that Sum, I think I have a just right to expect £15,000 as a proper proportion for this poor Colony according to the Sums raised in this province as by the inclosed Paper will appear above £67,000 about £38000 of which has been granted to the Troops sent by this Province to New york and Virginia; and the Province of South Carolina altho' an opulent Province have contributed no Aid to the Northern Provinces except about £5000 to General Braddock, so that considering the Opulence & immediate Danger of Virginia, and the small Aid given by South Carolina, except for their own Defense, and considering the Poverty and Zeal of this Province, and want of Money and Credit out of the province, upon Account of the Discount of our paper Currency, so that we cou'd not pay the Companies sent from hence this year to the Ohio without having got Credit from Brigr. Genl. Forbes to be repaid out of our Share of the Dividend, you will think we are justly entitled to at least £15000 of that Sum, which we cannot receive from the Treasury until you send over an Account of the proportions you think proper that each province shou'd have, which by the Change of Commanders we have so long lain out of. 

I most sincerely, and heartily pray for, and wish your Excellency equal Success to your Operations next Campaign as you have had in this to drive the French quite from this Continent as well Mississippi as Canada, which I make no doubt of, since Divine Providence has so eminently appeared in Defence of the Protestant Church & Cause of Liberty as well in Europe as in America.
