Mr Dougherty of Watauga Co. goes to Raleigh today to see you in regards to some convicts for the much hoped for Railroad for that Co. It seems that under an act of the Legislature of 1911, certain convicts were promised this road and on the strength of that act they promised these convicts to the present owners of the road when they bought the charter rights & [illegible] If you can do anything for Mr. Dougherty we will all appreciate it.
