Dear Governor:
I regret to inform you, in answer to your favor of the 25th ult., that condemnation proceedings have not yet been begun in the Mitchell Park matter.
Our Board employed Hon. J. Bis Ray to file the petition, and he advised me this morning that he had not yet filed it. We will undertake to get this matter through just as soon as possible. I have importuned Mr. Ray at least half a dozen times to draw the petition; but I shall personally attend to the matter at once. I do not feel that the commission is derelict in its duties, since we have been urging Mr. Ray as far as we could.
