Dear Mr. Blackstock:
I received your letter and the letter written to the Commission by Mr. A. Hall Johnston and the voucher which you had approved. I forwarded the same to the Governor stating that I felt that this fee was too much and asking the Governor to return it with such suggestions as he cared to make and telling the Governor also that Mr. J. Bis Ray and Mr. Charles Hutchins had done five times as much work as Mr. Johnston and suggesting that if Mr. Johnston is to receive $250.00 and $32.00 for expences over here one trip, that Mr. Ray and Mr. Hutchins should receive a like sum. I asked the Governor to return the voucher for Mr. Honeycutt's signature and he has not seen fit to return it or either of them nor has he seen fit to answer my letter. You know of your own knowledge that J. Bis Ray and Charles Hutchins have done five times as much work as Mr. Johnston and done it fully as well. We have therfore approved a voucher for these gentlemen for $250.00 each and forward same to you for your approval and desire that you had the same to the Governor by first mail. I want to see the fair thing done and there will be something of a racket if these men do not get as much as Mr. Johnston.
