By direction of the Governor I am enclosing herewith your commission as a member of the Special Committee appointed by the Governor to investigate the alleged assault on the jail in Graham, N.C., and the conduct of the troops who were guarding the jail on the night of July 19th. All expenses of the committee will be paid.
