My dear Sir:-

In the absence of Governor Bickett I beg to acknowledge receipt of your letter of September 3rd. In order that there might not be any delay in handling this matter when the Governor returns I referred your letter to the Attorney General1, and am enclosing herewith for your information his reply.

Your letter and the Attorney General's reply to my request for an opinion are being held for the Governor's attention when he returns to the office on Sept. 10th. I am also forwarding a copy of each to the Solicitor of your district.
