I have the honor to enclose a certified copy of a Resolution of Congress, entitled “Joint Resolution Proposing an amendment to the Constitution extending the right of suffrage to women.” with the request that you cause it to be submitted to the Legislature of your State for such action as may be hand, and that a certified copy of such action be communicated to the Secretary of State, as required by Section 205, Revised Statutes of the United States. (See overleaf.)
