Elliott Stevens Millsaps was born on July 7, 1865, in Alexander County, North Carolina. Millsaps was the agricultural extension agent for Iredell County and later district extension agent. Upon his death in 1936, Millsaps was remembered as "one of the pioneers in North Carolina agricultural extension work." He died in Statesville, North Carolina, on June 2, 1936.
