Biographical Description

David Rice (d. 1804) was a resident of Chowan and later Gates County. In 1778 he collected oaths from the white men in his district, having them swear their allegiance to the State of North Carolina and promise to report any treasonous conspiracies that might threaten North Carolina's independence.
