Biographical Description
James Edward Carter was born in Mecklenburg County, North Carolina on October 2, 1878. Carter was a station operator for Seaboard Air Lines Railroad who served as mayor and town clerk for Polkton (Anson County) where he was a longtime resident. He died in Wadesboro (Anson County) on December 4, 1964.
