In view of advice in your telegram of May 29th, I am proceeding to name the county boards of registration as local exemption boards. You will pardon me for urging that the regulations governing these local exemption boards be such as to make their duties entirely ministerial. It will be painfully embarrassing to these officials if they are charged with the exercise of any discretion as to exemptions, and would result in much confusion and injustice.
