Reference your telegram May thirty first regulations soon to be communicated to you will, I think, convince you that our system of determining exemptions will leave little field for political influence. However if you do not desire to continue your registration boards you may name other citizens resident in the area over which the board to which they are appointed shall have jurisdiction. I think you will be entirely satisfied with the regulations we are drawing
