Dear Governor:

You will remember I was in your office some time ago, and asked you what would be the status of a graduate of the A. & E. College who was a member of the National Guard or the National Guard Reserve, if he were to be employed as a County Agent. You stated to me that if we needed any of the graduates for this work, and they were members of the above organizations, that you would give them a release. Men are very hard to get for this work. I need several men, and it seems that good men are hard to find.

The first of July Ewing S. Millsaps, a graduate of the A. & E. College, and a member of the N. G. Reserve, Co. E. First Reg. N.C., was appointed the County Agent for Clay county. He is now on his work, and is making a fine start. The call for mobilization of the N.G. for N.C. is next Wednesday. Whatever is done about this should be done at once. We need him on this work, and he is well equipped for the work, but he is my son, and I would not have him be a slacker for anything, and I leave it to you entirely. If you feel that he can serve the country better as a soldier, let him rejoin his company, or do whatever the Government says. He is not strong yet, having had an operation for appendicitis in April, but he will grow stronger by and by. He is a pretty well trained soldier, having served six years in the Statesville company, and his senior year at college as the Captain of the ranking company at college. The matter is with you, but if any action is taken it should be done before the company is called.
