I desire to express my profound gratification at the vigorous steps you are taking to apprehend the parties who participated in the lynching at Roxboro. Please make public announcment that the Governor is offering reward of four hundred dollars for evidence sufficient to convict each and every party connected with this lynching. The reward of four hundred dollars is for each person convicted, and I call on all good citizens to co-operate with you in this investigation.
