By direction of the Governor I enclose herewith his proclamation of reward of $400.00, each, for the apprehension of the unknown parties who participated in the lynching of Ed Roach, negro, on July 7th, 1920. You will advertise this reward to the extent of $5.00, and send bill to this office for approval.
