RALEIGH, N.C. Nov. 17th, 1913.

To His Excellency Governor Locke Craig,
Raleigh, N.C.

Dear Governor:-

At the regular monthly meeting of the Board of Prison Directors held at the State Farm on the 11th inst., I was instructed to inform you and the Council of State that the South Atlantic Trans Continental Railroad Co. is due the Prison for convict labor a Certificate of Stock amounting to $849.50. We have endeavored to secure this Certificate of Stock, but General Davidson, the Attorney for the road, has informed us that it could only be issued now by order of Court. The Board of Directors thought you ought to be informed of this.

I was also directed to inform you and the Council of State that the convict force at work on the Watauga & Yadkin River Railroad has not engaged in any grade work or extension of said road since the middle of last July, but since that time has been used in surfacing and otherwise improving the track already built and in operation from Wilkesboro to Grandin.

Since the Board of Directors adjourned I have received a letter from the Supervisor of convicts, stating that grade work has now been resumed.
