My dear Governor Craig:

The attached letter suggests that we get the railroads to agree to transport supplies for Western North Carolins flood sufferers free. I think there is a good deal in the suggestion. There are numbers of our people in the east who would be glad, out of the abundance of their crops, to make generous contributions for those whose crops were destroyed.
