My dear Mr. Secretary Baker:

Mr. Edward E. Britton goes to Washington at my request and as my representative to ascertain the interest of the state in the appropriation recently made by Congress for the benefit of people in the South seriously damaged by the flood in July.

He will state to you the urgent needs of the sections damaged by the unprecedented high waters and I hope that you can furnish him the information that he desires.
