John Carter was a resident of Perquimans County, North Carolina. Probably a Quaker, he was appointed to present and defend a 1777 petition from the Perquimans Quakers regarding the North Carolina General Assembly's requirement for state citizens to swear an oath of allegiance and fight in the American Revolution. Carter died in Perquimans in about May 1801.
