Lemuel Creecy (1756-1816) was a resident of Chowan County. In 1778 he signed an oath swearing his allegiance to the State of North Carolina and promised to report any treasonous conspiracies that might threaten North Carolina's independence. An owner of enslaved people, in 1781 Creecy served on the local freeholders' court which heard a case involving Jim, an enslaved man charged with unlawful possession of gunpowder. He later represented Chowan County in the North Carolina State Legislature for many years and voted for North Carolina to join the United States and ratify the constitution in 1789.
