Walter Raleigh Wagoner was born in Forsyth County, North Carolina, on May 25, 1858. Wagoner was a lifelong resident of Forsyth County where he was a farmer and longtime civic leader in the Clemmons area, serving on the county board of commissioners and the county's Democratic executive committee. He died in Winston-Salem (Forsyth County) on November 14, 1941.
