Biographical Description
Frank Winfred Carter was born on October 2, 1890, in Maxton, North Carolina. Carter was secretary and treasurer for the J. W. Carter Co. in Maxton when he registered for the draft (World War I) in June 1917. He died in Maxton (Robeson County) on June 3, 1930.
