My dear Mr. MacRae:

I am today appointing, as a committee to represent North Carolina in conference with the Washington committee on the Reclamation Service, Mr. G. Herbert Smith of Wilmington, Captain George T. Leach of Washington, N.C., and Mr. J. R. Page of Aberdeen. After thinking over the matter, it occurs to me that this will be a well balanced committee, and it represents Wilmington section, the Washington section, and the Sand Hills section. The people in the Sand Hills are interested in the proposition. I shall ask the several members of the committee to confer with you at any early date, also with Mr. Bonsteel.
