Governor T. W. Bickett,
Raleigh. N.C.

Dear Sir:-

Mr. A. C. Zollicoffer, the Government Appeal Agent for Vance County has appeared before this board, and has read us your letter to him relative to appeals, and which also expessed your interpration of the regulations.

We are frank to admit that we have not understood the regulations and bulletins, especially bulletin #143, as you do, but we would be more than glad to defer to your judgement if you will be so good as to instruct us specifically along the lines contained in the letter to Mr. Zollicoffer.

We have places in Class 2 all married registrants with children where the family allowance as provided by the Government, plus the half pay of a soldier, would amount to as much as the registrant has been providing his family with in the past, and we would ask your instructions to change these registrants to Class 4, as it would not be right to leave them in Class 2 and place the married, and recently married, registrants without children in Class 4.

Respectfully yours,

Local Board Vance County. N.C.

C. H. Turner
Chairman.
