Sir:-

During the December, 1910, term of Mecklenburg Court, you sentenced Milton Watson, aged 29, to the county roads for a term of two years on conviction of the charge of receiving stolen cotton, the property of the Southern Cotton Oil Company. Watson served for 17 months of his term and then escaped. The Superintendent in charge tells me that he was an ideal convict up to the time of his escape.

About two months since Watson was recaptured and has since been sserving, making a total of 19 months served. He is now suffering with chirrhosis of the liver and is not able to do further work. His father says he will take him to South Carolina if pardoned.

As he is not able to do work and is a charge upon the county I respectfully recommend his pardon.
