JAMES S. TROGDON
ENGINEER-SURVEYOR
Spray, N.C.

Dec. 13th 1920.

Hon. T. W. Bickett,
Governor State of N.C.,
Raleigh, N.C.

Dear Sir:-

Before me I have a "Victory Medal" presented by the Federal Government for World War Services, also one that I have hardly been able to figure out whether it was presented by my State or by some firm in Raleigh or Mass. I am not incensed by the various state and commercial inscriptions, but it does seem that the State of N.C. allowed these commercial firms to dissipate the usages of so valuable a treasure, as I deem a medal is, by making a billboard of it.

Would it not be a great stunt for our Governor to recall these medals and put out one that is virgin from the state and thereby clear his slate for a decent administration of medals. I for one am going to have a jeweler erase all the cheap advertising.

Respectfully,

J. S. Trogden
