Stephen Garrett was a resident of Tyrrell County. In 1777 he, along with several other Garretts (likely his family members) became a member of the Gourd Patch Conspiracy and promised to resist the state's military draft. When the conspiracy was discovered, he gave a deposition about his knowledge of the plot to local county officials.
