To the Right Honble. the Lords Commissrs. of his Majestys Treasury.
May it please your Lordships
In Obedience to your Lordships Commands Signified to us by Mr. Fane on 24th of June 1754 We have Considered the annexed Memorial of Mr. Dobbs Governor of North Carolina praying that Leave may be given to Coin such a Quantity or Weight of Copper for the use of the said Colony as the Governor and Council thereof shall apply for and find Necessary to Carry on their Trade not to Exceed Fifty Tons with a proper Device on the Reverse of a proportional Weight and equal Fineness with British Halfpence upon their Delivering in the Copper to the Mint in proper Filletts and paying the same Expence and Fees as hath been paid for the Coin issued for the Service of Ireland.
In which Memorial he proposes 3 Several Species of such Copper Moneys Vizt. Peices of 2d, Pence, & Halfpence, of the same Fineness & Proportional Weight to the English Halfpence as the proclamation Money of North Carolina bears to the British Sterling Value that is as 4 to 3 or 16d. to a Shilling.
Wee are Humbly of Opinion that if the following Proportions be Observed that is to say One half of the said Quantity to be Coind into Halfpence of such a Size and Thickness that 61 Halfpence may make a pound wt. Averdupoize and [illegible] One fourth part into Two penny Peices and the other fourth into penny peices of proportional Weight excepting such small Errors as may happen in and by the unequal Sizing of the Barrs which Errors not to be in Excess or Defect above the 45th part of a pound wt. Averdupoize and this not by Design but only by Accident.
The same may be done at the same price as was paid for the Coynage of Copper moneys for Ireland that is to say 5d. per pound wt. Averdupoize to be paid to the Master of the Mint and 20s. per ton or in that proportion for any Greater or less Quantity to the Deputy Comptroller of the Mint for Overseeing the said Coinage and keeping the Accompts thereof on receiving any of the said Copper out of the Mint in Coind Moneys. But this proportion of the several Species must be strictly Observed as a Variation from it by makeing a Greater Number of the Halfpence than One half of the whole Quantity will increase the Charge of Coynage.
Wee are further of Opinion that on One side of each peice there be stamped his Majesties Effigies with the Inscription Georgius II Rex And the Arms of North Carolina on the Reverse with the Inscription Sept. Carolina and under it the Date of the Year.
Wee are also of Opinion That the Copper to be delivered in Filletts to the said Master and Worker should Answer in Respect to Goodness the Description in his Majesties Warrants for the Coynage of Halfpence and Farthings for the Kingdoms of Great Britain and Ireland and that all the Rules prescribed in the Warrant for the Coynage of Copper Moneys for Ireland as to receiving in the Filletts Assaying them and the Moneys when Coind and keeping Peices of such Money in a Box to be hereafter tryed in such Manner as is therein Directed and as to the said Deputy Comptrollers keeping the Accounts thereof and all the other Rules in Relation to the Officers of the Tower the Moneyers and all others Concernd be likewise directed for this Coynage And an Authority be granted to the Master to deliver out proper Cutters to the Contractors One for the Twopenny Peices One for the penny Peices and One for the halfpenny Peices.
Wee do not presume to be Judges of the Expediency of Grantg. the Desired Coynage but if it shall be his Majestys Pleasure to Authorize the Coining of Fifty Tons of Copper Moneys for the Service of North Carolina it should be done upon the Terms and Conditions herein before set Forth All which is nevertheless Submitted to your Lordships by
