Sir:-

It is requested that a tour of instruction be authorized for the First Division N. C. Naval Militia at Wilmington in accordance with section 12 of the Naval Militia Act of February 16th, 1914. It is requested that the tour of instruction be authorized from May 18th and continue until such time as the Division is mustered into the Federal service.

It is also requested that a tour of instruction be authorized for Pay-Master E. H. Baker, North Carolina Naval Militia for a period of ten days beginning May 18th, 1917, for the purpose of equipping and instructing the first Division Naval Militia at Wilmington, N. C.
