Council of National Defense urges you and State Council of Defense to cooperate with Dr. Rankin of your State Board of Health in every way possible to eliminate sources of venereal disease. At time of first draft many cases of venereal disease were brought into the Army from civil life. Every effort must now be used to prevent infection of men of the second draft before mobilization in February. We are sending you copy of our letter to State Boards of Health.
