To the Commanding Officer,
Camp Jackson, Columbia, S.C.

Sir:-

The Local Exemption Board of McDowell county, North Carolina is sending you three men, to-wit:- Oscar Eugene Lyda, Robt. Rucker Davis, and Leonard Burnin Dalton, who have come voluntarily before the Local Board and expressed their desire to be sent to camp. The local board finds as a fact that these men failed to appear on account of ignorance and misinformation, and that they now in good faith desire to come to camp and be given an opportunity to become good soldiers. I endorse the findings of the local board with respect to these delinquents and trust that you will receive them as regular drafted men with no charges preferred against them whatever.
