My dear Governor Bickett:

I desire to take this opportunity of expressing my appreciation of the prompt and thorough manner in which the registration of September 12, 1918 was accomplished in your State.

The Local Board within your State which shows the highest percentage increase in registration over the class of June 5, 1917 is Caldwell County. This Local Board registered on June 5, 1917, 339 men. On September 12, 1918, its registration totalled 1913 men, or an increase of 464 percent over the registration of June 5, 1917.
