To the Eastern District Board,
Goldsboro, N.C.

Gentlemen:-

The Superintendent of the State Prison has filed with me a list of employees in the State Prison between the ages of eighteen and forty-five. He represents to me that all of these employees are absolutely essential to the proper management of the Prison, and that it is impossible for him to get men to take their places. The great majority of them are married men or are over thirty-six years of age, and I take it that you will not be troubled with these. Whenever a case comes before you involving an employee of the State’s Prison, I would be glad for you to notify the Superintendent of the Prison in order that he may lay before you the exact facts in each particular case.

I hand you herewith a copy of ruling just laid before me by my Special Aide, Capt. McCargo.
