Dear Governor:
I visited the Fourth Assistant Postmaster General today and they have no record of the fact that you designated $10,000 to be spent on the Central Highway through Davison County. Neither have they any record of your designation for money to be spent at any other point except in McDowell County, so please write them again in regard to this matter. They are very anxious that this money be used on the Central Highway in order to get a continuous road across the State, and I think this is the best thing to do for the reason that if this amount is spent on this road it will eventually be adopted by the Government as a National Highway and will be completed by the National Government and maintained by it.
I got the Old Fort appropriation straightened out today but I could not do anything with the rest of the appropriation until after you write them again, making designations.
The rulings of the Department have been changed so that you can use convict labor if you desire to do so and you can work ten hours a day, which makes the appropriation worth a great deal more than it otherwise would have been under the former administration.
When you write the Department address your letter to Mr. Geo. L. Wood, Superintendent Rural Mails, Postoffice Department.
