Imperial Embassy of Russia

The Russian subjects Stepan Ivachko, Jean Krasnoguire and Antoine Kreivitski, lumberers of the Dare Lumber Co. near Buffalo City, North Carolina, were set upon on Sunday the 9th of November instant by negroes employed by the same Company.

The above named Russian subjects assert they were not protected by the public police, which is completely lacking in that place, and were left at the mercy of their assailants, who furthermore carried firearms. Krasnoguire, Ivachko and Kreivitski were badly hurt and are under treatment at the Emergency Hospital in Washington.

I indulge the hope that Your Excellency will see fit to intervene with the Governor of Carolina to the end that he direct an immediate inquiry to ascertain the truth of the above mentioned facts and, if the case arise, for the criminal responsibilities.

Be please to accept, Mr. Secretary of State, the assurance of my high consideration.

His Excellency
Mr. Bryan
Secretary of State.

Enclosed in: 1913, Nov. 19. Moore to Gov. N.C.
