My dear Governor:-
The communication of Mrs. M. M. Powers regarding the discharge of Private E. Mayo, Troop B. is returned herewith. In reply it is stated that Pte. Mayo has made no application for discharge under the dependency provision of the memorandum issued from the War Department. It is further stated that no application for discharge can be considered until the same is made out and signed by the man requesting discharge - such application must be accompanied by written evidence of dependency, the usual procedure being to furnish at least two affadavits from reputable citizens having personal knowledge of the case. With reference to Pte. Mayo you are informed immediately after the flood occurred in Asheville he was granted a furlough with permission to return to his home and before an application for discharge can be considered under the regulations it will be necessary for him to return to his command. The federal authorities have been very lenient in the matter of discharging enlisted men for dependecny and if it is the desire of Pte. Mayo to secure his discharge upon his return to camp he will be advised and helped to secure same, thus removing the necessity of worrying you with details which can only be handled in the manner prescribed by law and regulations.
I sincerely hope that you will find conditions improved in the flood district and that your stay in Asheville will be pleasant and afford an opportunity for some rest for you. The entire Brigade hope to have you down as soon as you can conveniently come.
